I thought it was a penalty when I watched it. I thought they made a rule the year after Brady was lost for a season that states a defensive player cannot hit a QB from the ground? Also, I thought a defense could not hit a QB at the knees/below the knees?
In real time it looked like Luiget was coming from the ground and hit right at the knees (his head above the knee with him wrapping below the knee). IMO could have gone either way.
